Splinecart v0.0.1-modfest.3 for 1.21

Mod config system with option to disable camera rotation following the rotation of the track (/splinecartc config ...)
Cart velocity no longer stutters or feels uneven along track segments, and appropriately responds to slopes (true physics have not been added and will likely not be added during ModFest)
Riders are positioned correctly within minecarts during inversions and banks
Riders will not suffocate in supporting blocks when riding along an inverted or sideways track
Adventure mode players can no longer modify tracks or ties
Riders will no longer experience fall damage when their minecart leaves a Splinecart track
